cp -p fails with .exe files

This may be related (I see it in 1.3.1):
bash$ rm -f foo bar foo.exe bar.exe # Just to start clean.
bash$ touch foo.exe
bash$ cp foo bar
cp: `foo' and `bar' are the same file
