CRON and time

I am having the same problem with cron, I tried the suggestion and fully
pathed everything and it still does not execute.

Assuming that the cron runs similar to that under Unix,
the default path that is given to the user may not include
the touch command. It may be necessary to do the full-path
to touch (or whatever the command is).
