Unresolved -mno-cygwin issue

Travis, go to sourceforge and find the mingw project and find the mingw
runtime.
Dowload and replace the mingw directory in the winsup directory of the
cygwin dll.
I am going to replace my entire win32api and mingw now.

Problems with __try and __except are often reported when using
the -mno-cygwin switch of Cygwin GCC to compile mingw programs especially
TCL
I noticed a explaination of the problem in mailing list archives at
http://sources.redhat.com/ml/cygwin/2000-06/msg00346.html which mentions
some mingw defines are missing from Cygwin. So I have to ask why doesn't
someone just add those extra few lines to /usr/include/mingw32/excpt.h to
make -mno-cygwin equal to mingw ?
