Trouble with Setup

Thanks for the reply.  I know anonymous users are prohibited from
downloading directly from redhat, but the mirrors I have tried all seem to
have the current setup.ini without the current files under latest.  (Try
loading latest/ash/ash-20011029 from ftp.freesoftware.com.)  Since I have
observed this problem at more than one mirror site, I infer there is a
problem at the source.

As I write this, I am trying yet another mirror, and this one seems to be
working properly.  Perhaps the problem lies at mirror sites after all.

You cannot download directly from that URL you must use a mirror.  See
http://cygwin.com/mirrors.html .
