1.1.8: "cat > /dev/null" bombs out

I type "cat > /dev/null" and I get "Invalid Request Code" (bash) or
"cannot create /dev/null: error 54" (sh).
I type "cat >> /dev/null" and no problems.
It wouldn't bother me except it completely screws up the if statements
in configure scripts because they detect a failure when there isn't
really one.
I also got the same thing with previous cygwin1.dll versions.
Sounds like a bug to me.
