Problem: Quote keys are `dead' (; see "Solution" below.)
    Using Cygwin, my keyboard keys for quotes don't produce anything: it

    concerns the key
        normal: '       shift: "
    and
        normal: `       shift: ~
    Also the key to produce ^ doesn't work:
        normal: 6       shift: nothing

    The command "uname" produces "CYWGIN_98-4.10" .
    I'm running Windows98 version 4.10.1998 (Dutch version).
    The hardware is a Compaq Presario 1260 notebook; it's keyboard has
88
    keys, and has a NumLock mode in which 15 of its keys function as
numeric
    keypad.
    Windows 98 configuration shows the keyboard language to be set to
"English,
    United States" . I've also tried "Dutch", but then lots of keys
produced
    wrong characters.
    The only line in config.sys and autoexec.bat, related to country
specific
    settings, is:
        Country=031,850,c:\windows\COMMAND\country.sys

Solution:
    Changing the keyboard layout from "United States (International)" to

    "United States 101" , solves the problem.
