Works fine for me on:

NT4,
cygwin 1.1.8,
XEmacs 21.1 (patch 13) "Crater Lake" [Lucid] (i686-pc-cygwin32) of Mon
Jan  8 2001 on ANDYP,
rxvt-2.7.2-3.

I have:

TERM=xterm
TERMINFO=/usr/share/terminfo

in my environment.

By the way, the latest rxvt-2.7.2-3 seems to work fine in this
environment.
