[ANNOUNCEMENT] Updated: cygwin-1.3.2, w32api-20010520

No newer mingw seems to have propagated to mirrors. Also, the setup.hint
needs to be updated in the w32api directory.  Cygwin 1.3.2-1 seems to have
come through ok.
