Cygwin snapshots and setup question

Is the Cygwin setup version provided in the developer snapshots compiled in
a different way to release versions ?
If I attempt to run the setup.exe file in any of the snapshots the
directories shown during setup are always just listed as ÃƒÂ¿
Can anyone explain why ?
