Win2k/Cygwin (non-interactive mode)

Setup:
Win2000 Server running newest version of Cygwin with sshd running

Purpose: Users ssh into this server and connect to the imap server in order 
to get to their mail

Question: Is it possible to ssh to the server without spawning an 
interactive mode where users can execute commands (e.g. cmd, ls, etc). I'd 
like them not to have the ability to traverse through the file system. 
Basically, is there a non-interactive mode that ssh can operate in so that 
users connect and cannot execute commands?
