File Permissions!

Hi everyone.  I am really in need of help with chmod/chown.

I have downloaded cygwin and installed it on 2000 box and NT box.  I have set
CYGWIN=ntsec, and run "mkpasswd -l -g > passwd" and "mkpasswd -g > group" to set
up passwords and groups.

However, I am now trying to use chmod and chown to no avail - I get  the message

     chmod: changing permissions of `temp2.txt': Permission denied

whenever I try it.  I am logged in as dhay, my default user and am part of the
Administrator group.  If I do a "ls -l temp2.txt" I get:

     -rwxrwxrwx    1 dhay     Administ     2166 Nov 26 14:42 temp2.txt

What am I missing?!  I have searched the archives and user guide to no avail.
PLEASE could someone help me?
