New setup fails to show any updates required

[Primmer, Bob]

Using "full listing" has no effect; still returns "nothing to download". 

I'm using mirrors.rcn.net.

Tey using the Full listing.

While the setup.ini database is currently compatible with the older
setup, there is no guarantee that will remain so. Use at your own risk.
