[ANNOUNCEMENT] setup.exe updated current version is 2.125.2.10

This new release of setup.exe solves the recently exposed problem with
mutally dependent packages.

You *WILL* need to update to this version to install any updates to
cygwin from this point on. Earlier versions will crash when they enter
the package chooser screen.

To update your version of setup.exe, download it from your favourite
mirror site, or from http://www.cygwin.com/setup.exe.

The mirror sites may not have had time to update yet...

You will know you have the correct version if the first screen displays

"Cygwin Net Release Setup Program
Setup.exe version 2.125.2.10
...."
