Socket problem with Postgres & cygwin under Window 98

This may have been fixed in the snapshots.  If you're willing and
competent (e.g. have read about snapshots in the FAQ), you could try
it and see.

Otherwise, all you can do is wait, and hope it's fixed in 1.3.4.
