Shell CAPS-lock settings

On my computer (Dell Inspiron 8100, WIn ME), the Caps Lock also shifts the
other punctuation keys incorrectly: "," become "<', ";" becomes ":", "["
becomes "{", etc. Does anyone have a fix yet, or any new info?
