setup clobbers passwd

Well, why should this happen?

I changed my /etc/passwd to:
$ cat /etc/passwd | grep Gerrit
Gerrit::11002:10513:Gerrit Haase,S-1-5-21-511208647-1358714506-1167487308-1002:/home/Gerrit:/bin/tcsh

Now run setup:
$ /bin/setup.exe

Hey, what the hell, why can't I choose the drive to install from
anymore??

$ /cygdrive/p/instsoft/NewCD/SaveCygwin/cygwin/setup.exe

I just reinstalled clear package (the big one;)

$ cat /etc/passwd | grep Gerrit
Gerrit::11002:10513:Gerrit Haase,S-1-5-21-511208647-1358714506-1167487308-1002:/home/Gerrit:/bin/tcsh

So where is the difference?

Is it a difference on Win98? I don't know.
