Yes.  I can point you to the email archives with the many, many discussions
about how anything other than the use of "setup.exe" is not a supported 
installation method.  Just use setup and you won't have any problems 
installing any packages, whether bzipped or gzipped.  If you insist on 
using something other than "setup.exe" to do the install, then the problems
you find are your own.  This list can't take the time to debug your 
custom installation.  Sorry.
