libwrap missing on configure of OpenSSH

ok set that

now get this:

checking for gcc... gcc
checking whether the C compiler (gcc  ) works... no
configure: error: installation or configuration problem: C compiler
cannot create executables.

file permissions ?
I'm running this with full administrative rights.
