wish83.exe (from gdb-20010428-3) segfaults in cygwin1.dll on startup under W98SE

I believe that this is because the port of tcl/tk 8.3 that was done was
not 100% correct. I have some patches which will fix some of the problems
that I've discovered, but, well, as with anything, YMMV.
