IPC-DAEMON bug (Postgres + Win XP + createdb problem solved)

Did you recently change the accounts under which ipc-daemon and/or
postmaster are running?  If so, then this would explain the above.
Note that this issue is mentioned in the Cygwin PostgreSQL README.
