Upgrade to cygipc 1.13-2.  Note that this problem is described in the
README:

    If ipc-daemon is not running or a version previous to 1.13-2 is running,
    then initdb and postmaster will fail with the error message:

        IpcMemoryCreate: shmget(...) failed: Function not implemented

    and

        IpcSemaphoreCreate: semget(...) failed: Function not implemented

    respectively.
