Windows requires the SYSTEM account to permit changing users.  Running cron 
as a service presumes that it will be available to multiple users and thus 
need to impresonate the other users.  If you don't need this, perhaps you
want to try running cron directly from your shell.  You may find it useful
to review the security section of the Cygwin User's Guide:
