Changing to another user in cygwin -- login?

What about using the "--username" option?
$ id
uid=19695(jt) gid=10513(Domain Users)...
$ psql -l
psql: FATAL: user "jt" does not exist
$ psql -l --username postgres
List of databases
...

Really? What about the following:
[2] The "$" prompt indicates running as the "postgres" user. Log in
as "postgres" or use ssh to emulate Unix's "su" command.
