Cygwin as a telnet command shell...

If you downloaded and installed inetutils, telnetd should be in 
/usr/sbin/. And the doc /usr/doc/Cygwin/inetutils1.x.x.README will tell 
you how to configure inetd with iu-config and then telnetd runs by 
default when you startup inetd.
