A typo?  Try: -a -D  or:  -a '-D'  or: -a "-D"  instead^^^?

>     $ cygrunsrv --start "Cygwin cron" 
>     cygrunsrv: Error starting a service: QueryServiceStatus:  Win32 error 1062:
> The service has not been started.

>     $ echo $CYGWIN
>     tty ntsec binmode
