texi2html quick fix

Just in case it hasn't been fixed:

The first line of texi2html is

#!/usr/local/bin/perl

When it needs to be

#!/usr/bin/perl


Also, its maintainer seems to have changed, and there's now a newer version at
http://www.mathematik.uni-kl.de/~obachman/Texi2html/
