Can you send me cygwin1.dll?

Hi Mr. Faylor,
installing Cygwin32 using the Install Now web feature, I'm not able to start 
any consolle, having the error message in attachment.
Effectively, in the C:\cygwin\bin folder there isn't the cygwin1.dll DLL!!! Can 
you send me it? Does it need to be installed using regsvr32?
