cygwin1.dll not being installed by setup

I can install all packages that I want using setup.exe, but every time, 
in the end there is still no sign of of a cygwin1.dll anywhere, and I
get an error that it is not found when attempting to start bash.  This
is with the version of setup.exe from www.cygwin.com.
