bad setup.hint causing the problems with cygwin package?

Hi,

I was looking at the setup.hint for the cygwin package, and I noticed an
irregularity:

sdesc: "The UNIX emulation engine"
category: Base
requires: _update-info-dir
curr: 1.3.11-3
test: 1.3.12-1
      ^^^^^^^^

This package version doesn't exist (yet) on the mirrors.  Could this be
why people are having so much trouble?  Perhaps it is causing upset to
parse it wrong?  Just a thought...
