GCC 3.1 exception model?

Until recently, with a few very minor exceptions, everything that I
build has used the cygwin gcc 2.95.3-5 compiler.  I assume I am not
alone in this.  I'm probably slightly unique in that I use a linux
cross compiler rather than building natively.
