Cygwin DLL built with latest binutils release doesn't work.

I built the Cygwin DLL with the latest binutils release
(binutils-20020630-2). When I try to start bash, it exits immediately. If I
run:
strace bash
I get no output. Other Cygwin programs similarly fail. Reverting to
binutils-20011002-1 solves the problem.
