[upset]: update failure due to nested double-quotes in libungif's setup.hint

I just checked the sources.rh.com setup.ini, it doesn't have libungif
listed.  The libungif setup.hint has nested double-quotes in the ldesc,
which I know will cause upset to fail.  Just a heads up...
