Patches for gnupg 1.0.7 / cygwin 1.3.10

Hi, I forgot two things:

I mean both, the release gnupg 1.0.7 and the new version from cvs don't 
build.

You also need AC_CHECK_FUNC( strcasecmp ... ) in Configure.ac, this is 
possibly already corrected in cvs.
