cannot build perl with 1.3.11-2

Hallo,

With cygwin-1.3.11-2 it is not possible to build Perl.
Unfortunately I have no time to debug it today.

Also I cannot receive mail at my familiehaase.de domain
since twelve hours so it may well be that someone else
saw problems with 1.3.11-2 and this was already reported
or fixed.
