You seem to be running a non-cygwin version of GNU make 3.79.1. The CygWin version says:
GNU Make version 3.79.1, by Richard Stallman and Roland McGrath.
Built for i686-pc-cygwin

That version will not know about /cygdrive/...
Try the cygwin version.
