problem encountered when installing pgi in cygwin

I tried to install pgi in cygwin.

the problem is that after installing, I find that
all files that supposed to be executable files(such as
pgf90, pgf77...) are not executable in cygwin. And in
cygwin, I can not change the permission attribute of
files at all.

how to solve the problem? thanks.
