Postinstall not working, setup.exe 2.218.2.8

Running the newest setup.exe 2.218.2.8 seems to provide faulty postinstall
processing, as shown in the log I've attached.  I've download from the nasa
site and the plantemirror.com site. The results are identical.

I choose to download to a local directory.
When complete, I get a message Download Incomplete.  I've tried this at
least 6 times.  This worked ok 48 hours ago.
Then install from the local directory anyway, see messages that scripts
cannot be found. 
As you can see, I'm also seeing the compress_bz::error called. 

I ran the scripts manually, but there is something else missing. 

Any ideas or help would be greatly appreciated!
