Cygwin Emacs-X uses 99% of cpu

I have a similar problem.  
In rootless mode, I get a window either way (foreground or background), 
but also use 99% of the CPU either way as well.
In non-rootless mode, emacs works fine in foreground mode and takes over
the CPU in the background.
