[Performance Regression] cygwin 1.3.15-2 -> 1.3.16-1

With 16-1, I'm seeing *extreme* latency in keypresses appearing in bash,
when I have a compile running in another Cygwin window (in my case,
compiling setup). With 15-2, there are no such delays. I will try to
localize the problem to between 2 snapshots.
