[Performance Regression] cygwin 1.3.15-2 -> 1.3.16-1

Not only compile, but any CPU intensive job makes typing in bash
(and vim - started from bash) fun. :-) Even niced ones. I
reverted to 1.3.15-1 this morning (after upgrading to 1.3.16-1
yesterday evening) and bash seems OK now. Pls find the cygchecks
attached, if of any use to someone. The system is Win2K on Dell
Inspiron 8K.
