Bug in Cygwin SSHD on windows XP

Yes, try to change that.
My XP has the following setting:

$ getfacl /WINXP/system32/wsock32.dll 
# file: /WINXP/system32/wsock32.dll
# owner: Administrators
# group: SYSTEM
user::rwx
group::rwx
group:Users:r-x
group:Powerusers:r-x
mask::rwx
other::---

I wonder how that happened on your machine.  It's normal that files under
${windir} are owned by Administrators and group SYSTEM.
