problem with openssh install

OK, so this is just a local configuration problem.  You should change
your path or keep track of local packages you put in /usr/local/bin.
Cygwin packages distributed with setup.exe always install to /usr/bin,
/bin (which is the same as /usr/bin) or /usr/sbin (this is rare).  No
Cygwin package post-install script goes hunting around looking for other
versions not previously installed by setup.exe.  So if you have other
packages in /usr/local/bin that would conflict with those you're
installing with setup.exe, your best bet is to get rid of them.
