ENOTSOCK errors with cygwin dll 1.3.21 and 1.3.22

Do you have any firewall software (ZoneAlarm for example) or dial-up (non
MS) software installed? These type of applications sometimes install their
own set of Winsock and maybe other DLLs, which can cause problems.
