problems with cygwin ... no aceptable cc found in $PATH

Hello,
   I have windows 2000 like a operating system and installed the last 
version of cygwin. I'm trying to install flite in my computer, and when I 
put "./configure" I have this error:
configure: error: no acceptable cc found in $PATH

Anybody can help me? The next text is a part of the configure file, I think 
that it give me the problems.
