shell display latin char. like this '\351'

hello
i'm using a french keyboard with cygwin under win2k.
i config my inputrc to activate 8bit characters:
	set meta-flag on
         set convert-meta off
         set output-meta on

but all latin characters are now displayed like this: '\351'

what's the problem, my keyboard map ??

but i config win2k with an latin keyboard

if i'm connecting to a remote linux computer, the latin charactyers are 
displayed correctly.

any ideas??
