possible BUG: functions normally in winpen.h do not appear to exist

What platform are you running Cygwin on? (eg., Windows 9x/Me or Windows
NT/2000/XP). If the prior, you won't be able to use those GDI functions as
they're only available on Windows 2000 and later.
