cygrunsrv points to incorrect path

I am also using the native version of Apache but would like to switch to 
the Cygwin version. Why? Well for one it support Posix filenames and 
thus supports symlinks. On the downside it does run noticably slower 
(last time I looked - I'm hoping that this is improving).
