1.3.16-1: Apache 1.3.24 not rotating/lockup problem

Hmmmm...I don't know what to say ;-) I'm using a vanilla'ish apache-1.3.24-5
install (for more than 17 hours I might add :-), no added bells, just the
modules that come with the dist.. A cleaned up httpd.conf, sorry it's a
perversion. Running on February 20 (cygwin-20030220) 1.3.21s and underlying
Windows 2000 (workstation) SP3. I've attached cygcheck output, my httpd.conf
and dso.conf .
