setup dies on local install

Steve,

Well, you don't _have_ to use Setup.exe, but if you don't, you need to 
know how it re-arranges the directory structure between the mirror host 
and the local directory.

Again, check out the messages I referred to and choose either Michael 
Chase's (Perl) or my (BASH) scripts to do the download or show you how 
to construct some sort of download program of your own.
