xml:parser install fails

You don't appear to have w32api installed on your system. Return to setup
and install the w32api package and see if that helps you.
P.S. cygcheck output wouldn't go a miss. Attatch the output of
`cygcheck -svr' as a *non-compressed* plain-text attatchment.
